NEN 1010 Inspection

A NEN 1010 inspection checks whether a new, extended or significantly modified low-voltage installation has been installed safely, before it goes into use. The Dutch building regulations (Besluit bouwwerken leefomgeving, Bbl) refer to NEN 1010 for the electricity supply of buildings. BVo Advies from Helmond carries out the inspection and records the result in a clear report.

What does the NEN 1010 standard cover?

NEN 1010 inspection carried out by BVo Advies

NEN 1010 is the Dutch national standard for low-voltage electrical installations, aligned with the European HD 60364 / IEC 60364 series. It sets out the safety requirements for designing, building and verifying installations up to 1000V AC in homes, offices, industrial and commercial buildings. A NEN 1010 inspection typically includes:

  • Visual inspection of the installation, wiring and distribution boards
  • Measurement of insulation resistance and earth continuity
  • Testing of residual current devices (aardlekschakelaars) and protective bonding
  • Verification that cables and protective devices are correctly sized for the load
  • A report confirming the installation meets the standard, with any findings and recommendations

Where NEN 3140 covers the safe use of an installation once it's already in service, NEN 1010 applies to the installation itself: it's the standard a new or modified installation is tested against before it's taken into use.

When required

When is a NEN 1010 inspection needed?

A NEN 1010 inspection applies whenever an electrical installation is new or has been significantly changed. In practice, that means:

  • After new construction, before the building is taken into use
  • After a renovation, extension or rewiring of the electrical installation
  • Before delivery or handover of a new-build home or commercial premises
  • When requested by an insurer, municipality or building inspector as proof of safe installation

Getting a NEN 1010 verification done at the right moment means any issues are caught and resolved before the installation is in daily use, rather than after something goes wrong.

FAQ

Common questions about NEN1010

Who needs a NEN 1010 inspection?

Anyone installing a new electrical installation, or significantly modifying an existing one, needs it verified against NEN 1010 before it can safely go into use. This applies to businesses, industrial sites and new-build projects.

What happens if my installation doesn't meet NEN 1010?

We give you a clear report showing exactly which points don't comply, so you or your installer know what needs to be corrected before the installation can be signed off.

Is NEN 1010 the same as NEN 3140?

No, NEN 1010 verifies a new or significantly modified installation before use. NEN 3140 covers periodic inspection of an installation that's already in service.

Is a NEN 1010 inspection mandatory?

The Dutch building regulations (Bbl) refer to NEN 1010 for the electricity supply of buildings. A new or significantly modified installation therefore has to meet the standard, and an inspection at handover is the usual way to demonstrate that.

How often is a NEN 1010 inspection needed?

Once, at the handover of the new installation, and again after every significant modification. After that the installation falls under periodic inspection according to NEN 3140.

What does a NEN 1010 inspection cost?

That depends on the size of the installation, the number of distribution boards and circuits, and how accessible everything is. You receive a tailored quote in advance.
